“A draft decree has been prepared to increase pensions by 5.3%,” noted Irina Kostevich. — If today, taking into account the increase in August, the average old-age pension is 374 rubles, then starting in November it will be 394 rubles, an increase of 20 rubles.

The Minister of Labor also described how the nominal growth rate of pensions in annual terms will change, taking into account the planned increase.

- According to estimates, we will have a nominal growth rate of pensions compared to the corresponding period last year - this is 113.8%, and in real terms, taking into account projected inflation, this is 107.9%. Positive dynamics in pension growth this year,” summed up Irina Kostevich.

Formerly the Prime Minister of the country Sergey Rumas that the government is preparing a proposal to increase pensions by another 5%. According to him, if it is supported, the growth of pensions in 2018 will become a record - pensions in 2018 will increase by more than 20%.

“Taking into account inflation at 6%, this is a record growth,” Rumas emphasized.

Answering the question when the planned pension parameter is 40% of the average wages, the head of government noted that pensions have already been increased twice this year. However, so far the ratio between the average old-age pension and salary is 36.2%.

“It is impossible to solve this problem by the end of the year (to reach 40%. - Note TUT.BY), for this it would be necessary to raise the pension by almost 50%,” the prime minister admitted. Rumas explained that the reason for this is the sharp increase in wages this year.

Previously, labor pensions in Belarus were increased and.

Let us remind you that the average amount of assigned pensions in the country as a whole in August was 363.9 rubles. This is 2.2 times higher than the cost of living budget for pensioners, which is almost 163 rubles. Real pensions, which are calculated after adjusting for inflation, increased by 15.4% in August compared to the same period last year.

Now pensions fall short of 37% of the average salary in the country, although the authorities will raise this figure this year to 40%. For example, in the Grodno region they have already reached this figure; in August it was 41.6%. And in Minsk they are still noticeably lagging behind (28.8%).

According to the size of the average assigned August pension Minsk residents are in the lead - 387 rubles, and residents of the Grodno region are lagging behind (356.9 rubles). Minsk residents also lead in terms of average old-age pensions (393 rubles) and social pensions (234.2 rubles).

Significant changes have occurred in Russian legislation: the increase in pensions will not occur on February 1, as was before, but will be postponed on January 1. In this case, the value is set at 7.05%, which is significantly ahead of inflation in 2018 (according to forecasts below 4%).

With the help of this measure, the Russian government intends to increase the income of pension recipients on average 1000 rubles per month(in total by 12 thousand per year). However, this will only affect payments non-working pensioners. And those who received an average pension or higher in 2018 of 14,400 rubles.

Besides:

  • In February, also produced by the Pension Fund (such as EDV, NSU, etc.) will be indexed . ) according to inflation of the past year.
  • As for - they will be traditionally increased April 1.

Increase in insurance pensions from January 1, 2019

The trend towards decreasing income and increasing expenses is becoming more and more obvious. Money Pension Fund of the Russian Federation. To balance the PFR budget, the government found only one way out - carrying out another reform -. This decision was due to the fact that the size of the pension is related to the direct number of pensioners, the number of which grew every year. As a result of the changes, from 2019 it will be 60/65 years for women/men. But it will not be increased immediately for 5 years, but in stages “plus one year in a year”. For the first pensioners under the new reform, the retirement age will be reduced for 6 months.

Many people believe that the amount of indexation depends on the increase in the minimum wage, but this is not entirely true - the increasing coefficient depends on inflationary processes in the previous year.

Increase in insurance pension in 2019 is determined by inflation in 2018, which is included in 3,4% . The changes made will help save budget funds, thereby increasing by 7.05%- this decision is fixed Law No. 350 of October 3, 2018

In real terms, all types of monthly pension benefits: , and will increase for 1 thousand rubles, which will allow you to get about 12 thousand rubles per year raises. However, such an increase is valid only for those persons whose payment more than 14.4 thousand rubles Those who have a lower pension will receive less additional payment.

The value of the individual pension coefficient in 2019

After the reform of the pension system, it began to operate new law-No. 400-FZ “On Insurance Pensions”, according to which all payments were recalculated using a new variable - the individual pension coefficient (). The size of this indicator is calculated from the contributions paid to the Pension Fund, which are subsequently transferred to the IPC and multiplied by its cost. To calculate the amount of the new insurance pension (SP), the formula is used:

SP = IPK * SIPC + FV, where:

  • SIPC- cost of 1 point;
  • FV- fixed payment.

In 2018, the cost of one IPC was 81 ruble 49 kopecks. From January 1, 2019, after indexation, the cost of the IPC will be 87 rubles 24 kopecks (1,0705 * 81,49).

To receive a pension, a person must earn 30 odds(or as they are called more simply - points). In 2019, the maximum possible IPC value is 9.13 points, if funds are not transferred to funded pension(otherwise, 5,71 ).

How much will the fixed payment be indexed from January 1

Fixed payment- this is an unchangeable part of the insurance coverage, depending on the category of the recipient. It increases simultaneously with individual coefficient, therefore, the fixed payment in 2019 after the increase (indexation) will be:

Type of pension

Recipients 2018 (RUB) From January 1, 2019 (RUB)
By old age 4982,9

By disability

Disabled people 1st group 9965,8 10668,39
2nd gr. 4982,9
3rd gr. 2491,45 2667,1
For the loss of a breadwinner Lost one parent 2491,45
Orphans 4982,9

The size of the FI may be larger if there are dependent persons, as well as upon reaching 80 years of age. For northern residents, an increasing regional coefficient is established. Its size differs in different regions of residence.

Will there be a one-time payment of 5,000 rubles to pensioners in 2019?

In 2016, pension indexation was carried out in a reduced amount (only by 4%, instead of 12,9% ). Due to the insufficient and reduced budget of the Pension Fund and because of this the impossibility of carrying out additional indexation to the required level, the government decided to compensate for losses in the income of pensioners with a one-time compensation of 5,000 rubles from January 1, 2017. This is exactly the amount that was obtained from the calculation of the average values of lost profits with additional indexation.

Since the payment was made once, this did not have serious consequences for the Pension Fund, the state budget and the country as a whole in subsequent years.

Now many are wondering whether there will be such encouragement again? However, a lump sum payment to pensioners in 2019 not planned, since indexation is already legally provided for in full (even more) volume.

Increase in military pensions from January 1, 2019

The increase in military pensions occurs due to the regulation of the following two values:

  1. cash allowance (MS);
  2. change in the reduction factor established by Art. 43 of Law No. 4468-1 of February 12, 1993

At first it was planned to increase the pension of military personnel in total by 4.3%(due to indexation of DD according to the planned inflation of the future 2019). This value was included in the bill on the federal budget for 2019-2021. However, on October 25, 2018, the decision changed: V.V. Putin instructed the government to add another 2%. An additional two percent was added by adjusting the reduction factor from 72.23 to 73.68%(it was initially set at 54% and was last raised only in 2017).

Indexation of pensions for working pensioners from January 1, 2019

Minimum pension in 2019

In the Russian Federation minimum pension for the population that is considered unemployed (does not work officially) is limited to the minimum subsistence level established for a pensioner (PMP) in each individual region of the country. Consequently, a citizen simply cannot receive less PMP. If, nevertheless, the level of material support (all income in total) is lower, then a regional and federal surcharge. This position is fixed Article 12.1 of the Law “On State Social Assistance”.

For example, consider the PMP installed for 2019 in some regions:

  • in Moscow for pensioners living wage installed in 12,115 rubles;
  • in the Moscow region - RUB 9,908;
  • in St. Petersburg - RUR 8,846;
  • in the Leningrad region. - RUB 8,232;
  • in the Novosibirsk region. - RUR 8,814;
  • in the Sverdlovsk region - RUR 8,846

Below the above amounts in these regions, pensions for the non-working population will not be paid.

The social supplement is assigned automatically, without application.

From January 1, Belarus will recalculate the size of pensions for military pensioners. The increase in payments will be approximately 6%, reports the Ministry of Defense publication “For the Glory of the Motherland.”

As of January 1, 2018, the number of military pensioners was 77.1 thousand people.

According to the Ministry of Defense, as of January 1 of this year in Belarus, the number of military pensioners was about 79 thousand people. For comparison: two years ago there were 82.8 thousand people.

“The increase will ensure parity in the growth of the size of long-service pensions paid to military pensioners compared to long-service pensions for civil servants and old-age labor pensions,” the main financial and economic department of the Ministry of Defense told the publication.

The department notes that by presidential decree of August 31, 2017 No. 314 “On pension provision certain categories of citizens" established a gradual increase in the size of pensions for military pensioners.

Let us remind you that the base salary, on which the size of military personnel’s pay and military pensions depends, was last updated in September 2017. But the increase in pensions is an adjustment factor.

Thus, pensions were recalculated using adjustment factors in 4 stages: from September 1, 2017 - 0.83; from December 1, 2017 - 0.85; from July 1, 2018 - 0.9. From January 1 to June 30, 2019, this figure will be 0.95. From July 1, 2019, they intend to abolish the adjustment factor altogether.

In 2019, the authorities will significantly increase spending on paying salaries to public sector employees and pensions to military personnel. “The share of expenses for salaries and pensions of military personnel in the structure of budget expenditures is significantly increasing - from 35.3% to 37.5%. The wage fund is more than 12 billion rubles and is growing by 1.2 billion rubles this year, or almost 11%,” said First Deputy Minister of Finance Yuri Seliverstov, presenting the draft law on the republican budget in the first reading in parliament.

Meanwhile, in Ukraine, a decision was made on military salaries from January 1, 2019. In Russia, from October 1 next year, military pay will increase by 4.3%, and military pensions will be further indexed by 2%. That is, the overall increase in military pensions will be 6.3%.

Let us remind you that Belarus previously reviewed the size of pensions for working pensioners from among former military personnel. At the same time, from August 1, 2017, the length of work experience with the payment of mandatory insurance contributions for citizens who spent a long time (at least 10 calendar years) was military service(service in paramilitary organizations), but are not entitled to a pension under the legislation on pensions for military personnel. Right to labor pension by age provided to this category of citizens if they are at least 10 years old insurance period And total experience work experience of at least 25 years for men and 20 years for women.

Belarus is no exception to most European countries, so it also faces problems in the functioning of the pension system. Comparison is being considered today retirement age, changes in methods for calculating pension payments and even their conversion into bitcoins. And it is not surprising that the question of when it will be in Belarus in 2019 worries many.

If we take the size of pension payments over a period of about 20 years, then the lowest payments in Belarus were in 1999, then they amounted to only 17.5 dollars. Subsequently, the situation could be characterized by a stable but slow increase in the growth of pensions; after many years, the pension had already exceeded the $100 mark; the entire graph was spoiled by the devaluation of 2009, and then 2001, when the amount dropped to $79. In 2014, the pension made its maximum jump, when it was $230. The government was unable to maintain this level and again in 2015 the payment rate fell to $118, but this is not the bottom. In 2016, an average of $140 was paid to each pensioner; the state slightly stabilized the situation after the sharp fall of the ruble.

What was the last pension increase?

Let us remember, as in other countries pension system Belarus is powered by working citizens and the contributions they make there. An increase in 2017 would significantly improve the situation, especially since there were plans to increase the basic pension. There was a lot of talk about this, but only at this level everything remained the same, only the age was increased. This is explained by the fact that the situation is already sad, every year the number of pensioners increases, but people do not want to work, everyone works for themselves.

The last increase for those who are already receiving a pension occurred in 2016, then its size increased by 5%, which did not help significantly, and even caused a resonance among the population. People considered such reforms to be cheap compared to how much they increased in Lately commodity prices. But the increase did not become so for everyone; the size of the pension depends on individual parameters, including what type of payment it is, what is the level of wages, and length of service. The government admitted that the increase is insignificant, but it is better than nothing at all.

Expert opinion

The country's authorities recently adopted a new bill, according to which pension payments will be calculated according to new rules. Before this, in Belarus, throughout large quantity For years, a uniform scheme for calculating pensions was in force for the union, which was considered ideal for a long time. However, today the socio-demographic situation in the country has changed, and now one can observe that people of retirement age can boast of relatively good health, energy and mobility, which is good news, but at the same time the birth rate has decreased significantly, which means that there are much fewer working citizens in relation to non-working ones. This has the most detrimental effect on the Pension Fund, which has to spend a huge amount of money on paying pension benefits.

Will there be a pension increase in January 2019 in Belarus?

It must be said that pensions in Belarus will not increase particularly in January 2019, and it must be said that the statements of government officials caused considerable indignation on the part of the country's residents. The whole point is that lack of growth social benefits in the country can make certain categories of the population socially unprotected (especially in conjunction with an increase in the retirement age).

The state today (like other countries after the global crisis) is in a difficult situation, and therefore certain types of benefits will have to be reduced or even cancelled. And Belarusians should be prepared for such changes in advance. Of course, the authorities did not provide any specific information on this matter, and therefore it is unknown how exactly the situation will develop in the near future, but it is worth keeping an eye on it.

Separately, it should be said that the indexation of pensions in Belarus in 2019 will occur gradually, that is, the authorities plan to carry it out in stages - in summer and winter. Indexation is very important, because it is because of inflation that prices for goods and services constantly rise, and at the same time the real income of citizens decreases. That is why the authorities improve the quality of life of citizens through annual indexation.

Indexation is planned for 11 and 4 percent, in summer and winter, respectively, and if you believe statistics, the average pension payment in 2019 will be 800,000 Belarusian rubles (compared to last year, its size will increase by 15%). The growth in financial terms will not be particularly large, but this will avoid creating additional pressure on the state budget and improve the financial situation of Belarusian pensioners.

Retirement age

Back in 2016, statements began to appear in the media that the President of Belarus plans to increase the retirement age by three years, and he needs to take such unpopular measures because they discovered a very large deficit of financial resources in the Pension Fund (about a trillion Belarusian rubles). Accordingly, it is worth preparing for the fact that people will be able to retire only at 58 years old (women) and 63 years old (men). It must be said that the age will be raised gradually (by analogy with other countries), that is, six months per year, although the option of adding three or even one month at a time was previously discussed (the deficit is too large and there is too much delay in making a decision, according to experts are simply no longer possible).

Accordingly, the increase in pensions in 2019 in Belarus will also be accompanied by reform, and the authorities emphasize that there will be no shortage of jobs in the country, because they plan to create 50,000 jobs annually (specifically for failed pensioners ).

It must be said that as an alternative option, the authorities were considering not increasing the retirement age, but reducing the amount of pension benefits. However, the president spoke out sharply against such a proposal, explaining that people should not be offended. He acknowledges the fact that modern pension reform is a necessary measure, because there is a catastrophic lack of financial resources for the material support of citizens of retirement age, and their number in relation to working Belarusians is increasing, however, it will not be possible to do without such innovations today.

Belarus, like the rest of the European Union countries, is today carrying out a number of reforms, special attention among which the pensioner deserves. The global economic crisis has affected literally every country in the world, as a result of which many have had to significantly reduce and optimize their expenses. The authorities even had to take such unpopular measures as reducing the size of social benefits, so the question of when there will be an increase in pensions in Belarus in 2019 and whether this should be expected at all needs to be considered in as much detail as possible.

How have pensions changed in Belarus over the past 5 years?

If we take the size of pension payments over a period of about 20 years, then the lowest payments in Belarus were in 1999, then they amounted to only 17.5 dollars. Subsequently, the situation could be characterized by a stable but slow increase in the growth of pensions; after many years, the pension had already exceeded the $100 mark; the entire graph was spoiled by the devaluation of 2009, and then 2001, when the amount dropped to $79. What will the increase be?

According to the latest statements by government officials, the average pension in 2019 for residents of Belarus will be about 800,000 Belarusian rubles, and if we talk about percentage, then its size will increase by about 15%. However, you need to understand that the level of growth of pension benefits will depend on the number of years worked, because the calculation will be based on average salary amounts (each person must submit data regarding the level of his salary to a unified personal accounting database, which is subsequently used in determining pension payments). Back in 2015, the Belarusian authorities introduced a rule that when calculating pensions, earnings for 21 years of actual service would be taken into account, and no one plans to change anything in this matter yet.

At the same time, it is worth paying careful attention to the fact that the indexation of pensions in Belarus in 2019 will be gradual, that is, it is planned to be carried out in several stages, one of which is planned for the summer, and the second for the winter (the last month of the year), with pension benefits first will be indexed to a larger percentage, and then to the one that remains (most likely 11 and 4%).

It is difficult to say whether pensions will be increased in January 2019 in Belarus, because at the beginning of the year the authorities did not plan any such events and no one made statements on this matter (at least official ones). However, everything can change, so you need to monitor this issue to be aware of the developing situation.
