On April 17, Russia celebrates the Day of Veterans of Internal Affairs Bodies and internal troops. This is a relatively young holiday. It was established on August 12, 2010 by order of the former Minister of Internal Affairs of the Russian Federation Rashid Nurgaliev. It was celebrated for the first time in 2011. The date April 17 was not chosen by chance; it was timed to coincide with the 20th anniversary of the creation of the Public Organization of Internal Affairs and Military Veterans, formed on April 17, 1991.

In Russia, veterans are always given increased attention. A special category of our citizens are veterans of the Great Patriotic War, who enjoy the respect of the entire society and have a package of various benefits. This attitude is natural, since thanks to these people who fought against fascism, virtually all of us were given a future, freedom from possible German bondage. At the same time, there is another group of veterans in Russia, to whom Russian society owes no less today - these are veterans of the internal affairs bodies and internal troops.


The Day of Veterans of Internal Affairs Bodies and Internal Troops is a holiday of all those people who served their country with honor, protected its citizens from the attacks of criminals, defended us during counter-terrorism operations, and stood guard over law and order. Loyalty to civic duty and chosen path in life, their heroism can only evoke well-deserved respect from current employees of the Ministry of Internal Affairs.

Currently, there are more than 600 thousand veterans living in the Russian Federation, who different years served in the internal affairs bodies or internal troops. At the same time, veterans, even in retirement, do not sit idly by, continuing to benefit society. They promote the observance of law and order and the rule of law, work and train young employees of internal affairs bodies, transferring their accumulated experience and knowledge, and devote time to preventive work among minor citizens by visiting schools. According to the press service of the Russian Ministry of Internal Affairs, thanks to the help of veterans and veteran organizations and their invaluable experience, a fairly large number of crimes are solved in the country every year, and dangerous criminals are apprehended. In 2012 alone, with the help of internal affairs veterans, almost 24 thousand crimes were solved. Today every 5th veteran takes part in the practical activities of the internal affairs bodies and units of the internal troops of Russia.

There are more than 30 thousand veterans of the internal troops of the Ministry of Internal Affairs in Russia. At the same time, there are public organizations of veterans of internal troops at all military units, formations and institutions of the Internal Troops of the Ministry of Internal Affairs of Russia. Even where there were previously military units and formations that were disbanded, sections of veterans of internal troops are often created in veteran organizations of the Department of Internal Affairs.

Veterans of internal affairs bodies and orphanages, teenagers from incomplete and dysfunctional families, often taking patronage over them. They try, to the best of their ability, to fight such a shameful phenomenon for the country as child homelessness. Unfortunately, Russia has not been able to completely defeat this phenomenon since the days of civil war. It is no secret that such work of veterans helps to form a positive attitude of Russian society towards the internal affairs department, employees of the internal troops, as well as towards the apparatus of the Ministry of Internal Affairs as a whole - Russian citizens do not always treat law enforcement officers with respect and understanding, and for this, unfortunately, also there are reasons.

There are also relatively young people among the veterans, some of them are not yet 30 years old. These are those who served in the North Caucasus and other “hot spots” on the territory of our country, who received severe wounds, injuries and disabilities during their service, but did not break down and did not lose their place in the ranks. At the same time, veterans of the Department of Internal Affairs and Internal Troops also try to take care of the families of employees who died in the line of duty - they try to provide them not only with material assistance, but also with psychological support, lending their shoulder.

Every year on April 17, veterans of internal affairs bodies and internal troops receive congratulations from colleagues, relatives and friends. In addition, on this day, festive events are organized not only in veteran organizations, but also in active units - since the work of veterans continues to be part of their activities. Traditionally, on this memorable day there are holiday concerts, tea parties, ceremonial meetings, veterans are presented with memorable gifts, honorary awards and certificates. But the festive events are not limited to this. Veterans of internal affairs and airborne forces try not to lose their energy and activity, maintaining physical fitness. Sports competitions and shooting tournaments are held especially for them, with both men and women taking part in them. Both of them set a personal example for young law enforcement officers. Also, together with representatives of the public, veterans try to organize and conduct methodological conferences at which fairly pressing issues and problems are discussed.

We join in congratulating the veterans. I would like to wish all veterans of the Russian Internal Affairs and Military Forces health and longevity, may they also continue to actively participate in public life, providing assistance to their younger colleagues.

This is a very young, but very necessary holiday. To honor the veterans of the Ministry of Internal Affairs, who spent their whole lives defending the citizens of the great Russia - the Minister of the Ministry of Internal Affairs proposed to introduce such a tradition in 2011. And April 17 was chosen due to the fact that it was on this day, 20 years before the establishment of a new holiday, that the Council of Veterans of the Ministry of Internal Affairs was formed and began to operate.

The results of the work of veteran organizations for 2012 have been summed up in the Russian Council of Internal Affairs and Military Veterans and locally. By implementing the decisions of the 6th Reporting and Election Conference and Order of the Ministry of Internal Affairs No. 875 of November 3, 2006, we were able to achieve improvement in all areas that evaluate the work of veteran organizations. First of all, the number of primary organizations has increased. The total number of veterans was 603.7 thousand people. The number of veterans participating in practical activities increased by 5 thousand. Today, more than 33 thousand veterans are mentors to young employees and military personnel, almost 24 thousand crimes have been solved with the participation of veterans, about 400 thousand teenagers are covered in preventive work.

Approaching significant date- 70th anniversary of the Victory of the Soviet people in the Great Patriotic War. At a meeting of the Russian Council of Veterans, the Regulations on the review-competition of the work of veteran organizations, dedicated to this outstanding event, were reviewed and approved. I urge all veterans to actively participate in the review competition in order to adequately celebrate the 70th anniversary of the Victory.

An important place in the activities of the Russian Council of Veterans of Internal Affairs Bodies and Internal Troops is occupied by interaction with veteran organizations of the CIS countries. We hold regular meetings, exchange experiences, and congratulate the participants in the Great Patriotic War, whose joint military feat ensured Victory in the difficult war against fascism. On this day I would especially like to celebrate those who went through the harsh trials of war and hard times post-war devastation, he found himself at the forefront of combating crime, while showing will, courage and care for people.

The Great Patriotic War required a change in the nature and content of the work of all government bodies in relation to the specifics of wartime. The responsibilities of the police were significantly expanded: combating looting, alarmism, desertion, and theft of evacuated cargo in transport; ensuring the organized evacuation of the population and industrial enterprises, which was inherently a strategic task.

Police officers, together with border guards and units of the Red Army, took part in battles with the advancing Wehrmacht troops.
In the first days of the war, more than 25% of the personnel of the internal affairs bodies were drafted into the army. 12 thousand employees from the Moscow police alone went to the front. They were replaced by persons unfit for military service: disabled people, pensioners. A considerable number of women joined the ranks of the then police force - by decision of the Moscow City Party Committee, 1,300 women who served in government institutions and organizations were sent to the police.

The main task of the police during the war continued to be the protection of public order and the fight against crime, because at a time when the army was fighting on the fronts, and millions of people were forging victory in the rear - at factory machines, on agricultural fields, in hospitals, educational institutions, there were many who tried to use wartime and martial law for criminal purposes.

Since the beginning of the war, the external police service was transferred to a two-shift work schedule - 12 hours a day, and all employees had their vacations canceled.

The criminal investigation department was involved in solving murders, robberies, robberies, and thefts from the apartments of evacuees. Confiscated weapons from criminal elements and deserters. Provided assistance to state security agencies in identifying enemy agents.
The work of the police to prevent neglect and homelessness of minors deserves special attention. During the war, the network of children's rooms at police departments was significantly expanded. In 1942-1943, the police, with the help of the public, detained about 300,000 homeless teenagers, who were employed and given a place to live.

In wartime, internal affairs bodies performed about two dozen different service and combat missions. Police officers ensured the security of the rear, participated in the protection of important facilities and institutions, fought banditry and crime, neutralized enemy saboteurs, organized local air defense, bravely fought the Nazis at the front, and acted as part of destruction battalions and partisan detachments.

The losses of personnel of internal troops and NKVD troops in the Great Patriotic War amounted (officially) to about 160 thousand people. However, unofficial sources speak of significantly higher losses - up to half a million.

In May 1945, peacetime did not come for all residents of the USSR. Numerous pockets of radical nationalist underground remained in the western regions of the country. On the territory of Western Ukraine, a powerful and extensive network of the Organization of Ukrainian Nationalists of the Ukrainian Insurgent Army (OUN-UPA) (today the activities of the OUN is prohibited by Russian law), popularly known as Bandera, continued to operate. The entire burden of the fight against them fell on the shoulders of units of the main directorate of the NKVD troops and the local police. The losses of law enforcement officers and special services in the fight against Bandera’s thugs are still unknown, since the bulk of documents on this issue have not been declassified.

The Soviet state security organs fought against the OUN members using all legal methods. Separate units of the internal troops were periodically involved in supporting operations - cordoning off, combing the area.

It took the Soviet government almost 10 years to defeat the Ukrainian nationalists, and in this “war after the war,” security officers and police officers demonstrated a very high level of professionalism and effectiveness. However, as the modern course of history shows, the Bandera rabble was still not completely exterminated. The rampant Banderaism can be observed in today's Ukraine, where the radicals have become, in fact, one of the branches of government or, more precisely, total anarchy.

Special units of law enforcement agencies and state services have always solved the most difficult tasks of protecting individuals, society and the state from internal and external threats.

Despite the fact that the role of the police in the Afghan events remained and remains in the shadows, about 4 thousand internal affairs officers were sent on business trips to Afghanistan, of which 28 people died. They were tasked with selecting and training employees, organizing logistics for the authorities, organizing the fight against banditry and criminal crime in the country.

It so happened that it was the operational police officers, ordinary police detectives in those years who turned out to be more prepared to conduct intelligence work on the numerous illegal armed groups of rebellious Afghanistan.

Therefore, the need arose to create a special forces detachment of the USSR Ministry of Internal Affairs “Cobalt”, which was formed in the strictest secrecy, and each of its employees had their own legend and operational cover.

For helping the Afghan people in ensuring law and order in the country, more than 2,500 internal affairs officers were awarded government awards, and Mikhail Isakov, an employee of the Cobalt special forces unit, was awarded the title of Hero of the Soviet Union.
Many veterans went through the crucible of “hot spots” in the North Caucasus. They protected civilians from terrorist acts, violence, robbery, fighting with militants, foreign emissaries and armed formations of pseudo-Islamic groups.

Veterans of internal affairs bodies try not to lose their energy and activity, continuing to benefit society even after their well-deserved retirement. They promote the observance of law and order and legality, work and train young employees of the Ministry of Internal Affairs, passing on their accumulated experience and knowledge, devote time to preventive work among minors, and help orphanages.
